How can tuning the ecu increase a power output?

When you press the accelerator in your car fuel is sent to the engine. The amount is controlled by the ECU. Also the injection pressure and the injection timing is determined. The amount of oxygen and temperature of the intake air must be known. This is done via the Mass Air Flow meter. When the ECU has this information it can decide how much fuel is needed to give the car the required throttle response.
The file within the ECU that controls the fuelling parameters contains Map’s. It is in Hexi-decimal format.
These can be graphically represented using a program called Win OLS:

This program is very good, and automatically finds possible maps within the file, but will cost you around £2000.

Unless you are running your own garage it is not worth buying. Also you must take into account that you will need additional checksums to make the files usable. The demo version will not let you save the file in a format where it is usable on your ECU. If you want to create your own map then you can edit the Win-Ols file using a Hex editor, and copy the required information out, this can be very tricky though, but is possible.
